Im 17 and i cant grow facial hair?

i have recently grown a few dark hairs that grow pretty long in a week in a half but the rest is peach fuzz. i am wondering if this is how facial hair starts or if it just grows darker in a quick period of time. my dad and my brother both grow large beards and it happened to them at 18, but i dont know if it will happen for me. i also am starting to get chest hairs and long stomach hairs, but my facial hair isnt getting darker, so im wondering if its rare to get chest hair and no facial hair.
