While it's true that hair does grow faster in warm climates, faster in summer than winter, the color of the hair itself does not affect growth rate. Most paoples in tropical climates have dark hair and darker skin, but that's protection from the sun.

Dyeing the hair dark if it's not dark naturally will have no effect on it's growth rate. (dark hair dyes can actually give you cancer, it's what Jackie Kennedy died from)

And if it did it would not be a noticable effect and would be uneven around your head, making it hard to work with when you get it cut and styled.
